We are pleased to have Dr. James Fredericks Volkwein, Emeritus Professor and Director of the Institutional Research program from Pennsylvania State University deliver our keynote address for the Fall 2009 OKAIRP Conference!  Dr. Volkwein will describe the "Diversity of IR Offices and Tasks" among IR offices and will focus on outcomes assessment, strategic planning and enrollment management issues in his keynote address.  Breakout sessions will focus on retention coordination planning, FERPA, IPEDS, the Voluntary System of Accountability.  We are also grateful to the University of Science and Arts of Oklahoma for hosting this exciting event!  Early registration for the conference is $50 through October 16, 2009 and the cost for late registration is $60.00.  The registration fee for graduate students is $25.  

The Holiday Inn Express hotel located at 2610 S. 4th Street in Chickasha, Oklahoma, 405-224-8883, at a business rate of approximately $86.99 (single room) plus tax will serve as our conference hotel.

Opening Keynote Address:  "The Diversity of Institutional Research Offices and Tasks"  

Dr. James Fredericks Volkwein, Emeritus Professor and Director of the Institutional Research Program, Center for the Study of Higher Education,  Pennsylvania State University

Dr. Volkwein will describe what IR professionals do and what similarities and differences exist among IR offices in different settings ranging from two-year colleges to research universities and from small colleges to large multi-campus systems.  This information is based on recent research results of a national study examining the size, function and structure of institutional research (IR) offices and activities across the USA.  The latter half of the morning keynote address will discuss in greater depth and respond to questions about three areas where IR plays an increasingly crucial role:  Outcomes Assessment, Strategic Planning, and Enrollment Management.

Biography

Dr. Volkwein has a forty-year career as a researcher, administrator, and faculty member.  He holds a B.A. from Pomona College and a Ph.D. from Cornell University.  With interests in policy analysis and organizational effectiveness, he is especially well known for his studies and workshops on accreditation, assessing student learning outcomes, alumni studies, strategic planning and enrollment management, state regulation, and institutional research. He has produced more than 100 journal articles, research reports, conference papers, and book chapters.  For 11 years, he served as Editor-in-chief for the Jossey Bass series, New Directions for Institutional Research, continues as its Associate Editor, and is a consulting editor for three other higher education journals.  A winner of the AIR Suslow Award for Distinguished Scholarship, and the AIR Outstanding Service Award, he also served as President of the North East Association for Institutional Research and received its first Distinguished Service Award.

“What's new in IPEDS?”

Mr. Tom Hardy, Director of Institutional Research, University of Oklahoma Health Sciences Center (OUHSC).  Tom is also a certified IPEDS trainer with the Association for Institutional Research (AIR).

This session will focus on the following changes with the Integrated Postsecondary Education Data System (IPEDS):

  • Higher Education Opportunity Act (HEOA) Mandates

  • Changes Already Underway

  • Changes for 2009-2010

  • Net Price Calculator and Multiyear Tuition & Fee Calculator 

Target audience:  any institutional research, institutional effectiveness, and assessment office seeking information on IPEDS new reporting changes.

 

“Life After VSA”

Dr. Debra Stuart, Vice Chancellor for Educational Partnerships, Oklahoma State Regents for Higher Education

The Voluntary System of Accountability (VSA) developed by the Association Public and Land-Grant Universities (APLU and formerly NASULGC) and the American Association of State Colleges and Universities (AASCU) offered a response to standardizing institutional accountability.  What is the status of this effort?  Has this step led to other steps.  This session will address the answer to these questions and more to explore issues regarding "Life after VSA"!   

Target audience: Any Institutional Research, Institutional Effectiveness, or Assessment office seeking information on accountability strategies.

“FERPA Redux” 

Mr. Troy Milligan, Director of Institutional Research, Redlands Community College

The Family Educational Rights and Privacy Act (FERPA) has significantly changed over the past year to broaden the definitions in many categories of disclosure capability.  This session will provide a brief recap of points covered during the Spring 2009 weather-influenced conference and he will provide multiple case studies for review regarding FERPA in various college departments.

Target audience:  IR and assessment professionals, in addition to faculty and staff who have any access to or work with student information.

 

"Retention Coordination Planning through Assessment"  

Mr. James Anderson, Coordinator of Retention and Assessment, Oklahoma State University - OKC

Retention planning at OSU-Oklahoma City is increasingly becoming a data driven process.  Simple reporting of information can help bring retention planning to the forefront.  Academic analysis of success rates and outcomes can also pinpoint areas that can be addressed.  OSU-Oklahoma City recently developed the retention and assessment coordination position combining the need for academic assessment data analysis as well as the role it can play in retention planning and development. In this presentation, Mr. Anderson will relate some of the early successes in his position as well as present an overview of some of the specific areas identified for assessment and analysis.

Target audience: Any data gatherer or analyst who may be in a position to develop reports related to enrollment management.
